Safety & Certifications

Rail and civil construction work carries real risk. Moving equipment on active track, operating heavy machinery in live yards, handling structural rail components, and responding to derailments are all environments where safety protocols are what keeps crews going home.

Cronin Civil and Rail operates under a defined safety framework that covers our people, our equipment, and our compliance obligations. Here’s what that looks like in practice.

Regulatory Framework

Rail contractors operate under a layered set of federal regulations that govern everything from on-track worker protection to vehicle safety to construction site standards.

Cronin Civil and Rail is required to comply with all applicable regulations and maintains active standing with the following relevant federal agencies.

  • FMCSA — Federal Motor Carrier Safety Administration

    Cronin Enterprises Civil & Rail Division LLC is an active interstate carrier registered with the Federal Motor Carrier Safety Administration. Our USDOT number is 4352528 and our operating authority is MC-1702038, authorized for property transport.

    FMCSA compliance covers our commercial vehicle fleet, driver qualifications, hours of service, vehicle inspection and maintenance standards, and cargo securement. Our current inspection record shows zero out-of-service violations across vehicle, driver, and hazmat categories for the past 24 months.
  • FRA — Federal Railroad Administration, 49 CFR Part 214

    Any contractor performing work on or adjacent to railroad track is subject to FRA regulations under 49 CFR Part 214, which governs railroad workplace safety, including Roadway Worker Protection (Subpart C). These regulations define how workers are protected from train movements and on-track equipment while performing maintenance, construction, or inspection work.

    Under Subpart C, contractors are responsible for ensuring their employees are trained in on-track safety procedures and that appropriate protection methods are in place before any work begins in or near the track. This includes establishing working limits, coordination with the host railroad, and qualified roadway worker-in-charge designation for crew operations.

    Cronin personnel who work on or near track are trained and qualified in accordance with FRA Roadway Worker Protection requirements and the on-track safety programs of the railroads on which we work.
  • OSHA — Occupational Safety and Health Administration, 29 CFR 1926

    Civil construction activities—grading, excavation, utility installation, access road work—fall under OSHA's construction industry standards (29 CFR 1926). These cover excavation and trenching safety, equipment operation, fall protection, personal protective equipment, and hazard communication.

    Cronin Civil and Rail maintains OSHA-compliant safety practices on all civil construction work. This includes designated competent persons for site safety, regular equipment inspections, and PPE requirements for all crew members on active job sites.

On-Track Safety Practices

Working on active railroad track is a controlled environment. It operates under specific rules that are non-negotiable, and every crew member working in or adjacent to the right of way is trained on them before they step foot on the property

  • Working Limits and Track Protection

    Before any work begins on or near active track, working limits are established to define the boundaries within which our crew is operating. This is done in coordination with the host railroad and the designated train dispatcher or control operator. No work proceeds outside of confirmed track protection.

    Depending on the job, protection methods include exclusive track occupancy, inaccessible track, foul time, or train coordination, each defined under 49 CFR Part 214 and implemented according to the host railroad's operating rules.
  • Roadway Worker in Charge

    Every Cronin work group operating on or near track has a qualified Roadway Worker in Charge (RWIC). The RWIC is responsible for establishing and maintaining on-track safety for the crew, communicating with the railroad dispatcher, and ensuring all personnel are clear before track is released. This position is not filled by unqualified personnel under any circumstances.
  • Personal Protective Equipment

    All crew members on active rail job sites wear required PPE: high-visibility safety vests or garments meeting ANSI/ISEA 107 Class 2 or Class 3 standards (as required by the host railroad), hard hats, safety-toe boots, and eye protection. Hearing protection is required in high-noise environments. Site-specific PPE requirements set by the host railroad are followed in addition to our baseline standards.
  • Equipment Inspection and Clearances

    Hi-rail equipment is inspected before every deployment onto the rail. Track clearances are confirmed before any vehicle transitions from road to rail mode. Our operators are trained on the specific equipment they run—not assigned to unfamiliar machines on active track jobs.

Safety During Emergency Response

Derailment response and emergency track repair require working in compromised environments: damaged infrastructure, potential commodity hazards, unstable ground, and active adjacent operations. Our emergency response safety protocols reflect those conditions.

  • Site Assessment Before Mobilization

    Before our crew enters a derailment site, we establish what we're dealing with: commodity involved, structural condition of the track and surrounding infrastructure, proximity to active operations, and any hazmat considerations. Our crew does not move into an unsecured site.
  • Coordination with Railroad Operations

    Emergency work on active lines requires direct coordination with the railroad's operating staff. We work within the framework established by the host railroad's incident command or emergency response team, not independently of it. Track is not released for operations until all parties have confirmed the line is clear and the repair meets operating standards.
  • Hazardous Materials Awareness

    In the event a derailment involves a commodity spill or hazmat cargo, we do not conduct cleanup or recovery work until the hazmat situation has been assessed and cleared by qualified response personnel. Cronin crew members are not hazmat responders, and we do not put them in that position.

Driver and Vehicle Safety

Our trucking fleet is operated by qualified commercial drivers under FMCSA standards. Driver qualifications, hours of service compliance, pre-trip and post-trip vehicle inspections, and cargo securement are maintained as part of our active carrier obligations.

  • FMCSA Compliance Record

    Cronin Enterprises Civil & Rail Division LLC holds an active USDOT status with no out-of-service orders. Our 24-month inspection record as of April 2026 shows zero vehicle out-of-service incidents, zero driver out-of-service incidents, and zero hazmat violations.
  • Vehicle Maintenance

    Commercial vehicles and hi-rail equipment are maintained on a scheduled inspection cycle. Equipment that fails inspection does not go to the job site. For hi-rail trucks, rail gear is inspected and confirmed operational before each on-track deployment.
